Joseph G. Kramer, P.E., P.L.S.
Mr. Kramer is the President of Engineering at Cardinal and has over 25 years of experience managing and designing projects ranging from major residential and commercial site developments to storm water management projects as well as all levels of surveys. He is a licensed professional engineer and surveyor in the Commonwealth of Kentucky and States of Ohio. He also is registered with the NCEES. Mr. Kramer is a member of the Kentucky and National Society of Professional Engineers, Campbell County Economic and Progress Authority Board, and Northern Kentucky Home Builders Association.
Kevin G. Hanson, P.E.
Mr. Hanson is a Vice President of Cardinal and has managed and designed projects in all levels of areas including civil design, residential and commercial site development, infrastructure system design, storm water management, construction, planning and zoning administration, and code enforcement for over 25 years. He is a licensed professional engineer in the Commonwealth of Kentucky and State of Ohio and is registered with the NCEES. Mr. Hanson is a current member of the Kentucky and National Society of Professional Engineers (past president and state director of the Northern Kentucky Chapter), Jolly Park Community Development Council (past chairman), Northern Kentucky Independent Health District, Sanitation District No. 1 Storm Water Advisory Committee, Northern Kentucky Chamber of Commerce, Chi Epsilon, Order of the Engineer, and Band of Pride Alumni Association Inc. (President). He is a former member the Holly Hill Children’s Services Board of Directors (Chairman), the Alexandria Businessmen’s Association, Asbury UMC Trustees (Vice Chairman), and has coached at Dale Carnegie.
Donald E. Stegman, P.E., P.L.S.
Mr. Stegman is a Vice President of Cardinal, a Licensed Professional Engineer in the Commonwealth of Kentucky and States of Ohio and Indiana, and a Licensed Professional Land Surveyor in the Commonwealth of Kentucky. He has over 25 years of experience producing civil construction documents for a wide variety of projects. His design experience includes commercial, residential, and industrial design including: mass and intricate grading, public roadway design, sanitary and storm water collection system design, pressure main design (water and sanitary), lot layout, and permitting. In addition, Mr. Stegman has negotiated contracts, evaluated formal bids, inspected construction work for compliance with bid documents, performed site investigations, and prepared cost estimates. He is a member of the Kentucky Society of Professional Engineers u2013 Northern Kentucky Chapter (President in 2006-2007), American Society of Civil Engineers, Home Builders Association of Greater Cincinnati (Ohio Development Council), Covington Catholic High School Planning Committee, Diocese of Covington Building Commission, ConQuest Youth Ministry (Former President), Former member of the SD1 Stormwater Advisory Committee, and Former member of the Covington Catholic High School Board (President 2013 2011-2012). He has a Bachelor of Science in Civil Engineering from the University of Kentucky (1991) and is a member of Chi Epsilon u2013 the National Civil Engineering Honor Society.
Jeffrey S. Flaherty, P.E., LEED AP BD+C
Mr. Flaherty is a Vice President of Cardinal Engineering and is experienced with the planning, design, project management, and construction administration of geotechnical, environmental, and civil projects. He has served clients in the federal, commercial, industrial, municipal, residential, and electric utility markets. He is a licensed professional engineer in the Commonwealth of Kentucky and the State of Ohio. He is also a LEED BD+C accredited professional. Mr. Flaherty’s skill set includes site development, subsurface site investigations, slope stability analysis, foundation design, landfill design, CCR management, erosion control best management practices, stormwater modeling, detailed design of water and sanitary sewer lines, combined and sanitary sewer overflow elimination, transportation facilities design; preparation of specifications and contract documents; permitting; cost estimating; construction observation; and construction administration. Mr. Flaherty is a member of the Kentucky and National Society of Professional Engineers.
Sean P. McIntosh, P.E., LEED AP BD+C
Mr. McIntosh is a Vice President of Cardinal Engineering and he manages the North Carolina office. He specializes in the design and project management of land development projects for commercial, residential and industrial uses. He is a licensed professional engineer in the Commonwealth of Kentucky, and States of North Carolina, Ohio, and Colorado, and holds a LEED BD+C accredited professional credential. Further diverse experience includes project life cycle and design team management from real estate through construction inspection for a national fuel client, as well as landfill design expertise. Mr. McIntosh’s skill set includes site layout design, erosion control best management practices, stormwater modeling and management, utility design; permitting; cost estimating; contract documents preparation; and construction administration. Mr. McIntosh has an interest in sustainable design practices and is involved with local and national organizations that share these objectives.
Steve Stubbs, P.L.S.
Mr. Stubbs is the survey manager at Cardinal Engineering and has over 19 years of field/office experience. He is a licensed professional surveyor in the Commonwealth of Kentucky and has extensive experience in court house research and boundary resolution. Mr. Stubbs currently oversees the survey department and continues to oversee and manage multiple projects. He has vast experience with all types of survey work including boundary and topographical surveys to A.L.T.A. Survey, G.P.S. and control surveys. Mr. Stubbs is a member of the National Society of Professional Surveyors and Kentucky Association of Professional Surveyors.
Matt E. Bogen, P.E.
Mr. Bogen is a Project Engineer, Head of Cardinal’s Municipal Engineering Department, and a Licensed Professional Engineer in the Commonwealth of Kentucky. He has over 11 years of experience in civil and transportation engineering including residential and site commercial design, public roadway design, MUTCD compliance, and KYTC permitting. Mr. Bogen represents the Cities of Villa Hills and Walton as their City Engineer. He also has experience inspecting construction sites and preparing cost estimates and bid documents. Mr. Bogen is a member of the Kentucky Society of Professional Engineers.
Zac Clark, P.E.
Mr. Clark is a Licensed Civil Engineer in the Commonwealth of Kentucky and States of Ohio, Indiana, Wyoming, and Nevada. He has over 9 years of experience designing and overseeing residential, commercial, industrial, remediation, and solid waste projects. Projects designed and overseen by Mr. Clark involve engineering design elements such as mass earthwork, intricate grading, storm water management, roadway design, sanitary and storm water collection system design, lift station and pressure main design (water and sanitary), conceptual planning, permitting (state, local, and federal), and solid waste/hazardous material design including liner and cap systems, leachate collection and treatment, gas collection, airspace calculations, annual reporting, phased waste placement/removal planning, management of impacted stormwater and groundwater, material sampling and testing, and construction support/CQA.
Joshua D, McIntosh, P.E., P.LS., CPESC
Mr. McIntosh is a licensed Professional Engineer in Kentucky, Ohio, Indiana, and Texas. He is also a Professional Land Surveyor in the Commonwealth of Kentucky with over 23 years of diverse site development engineering experience. He has expertise in stormwater management design, hydrology and hydraulics for storm and sanitary sewer systems, site grading and utility design, and overall site development permitting. His engineering experience includes duties such as: due diligence investigations for various site developments, stormwater management and hydrology studies, excavation quantity studies, construction cost estimates, design of grading and erosion control plans, writing project specifications & bid documents, and overall project management. Mr. McIntosh has extensive experience in assisting clients through the Planning & Zoning Application Process in many local communities as well as permit applications to state and federal agencies.
