David K. Noran, P.E.,
P.L.S. Mr. Noran is the President of Cardinal, a Licensed Civil Engineer in the States of Ohio, Kentucky, and Indiana, and a Licensed Professional Land Surveyor in the State of Kentucky with over
40 years of experience. He has a rare combination of experience in local government, development, construction, and the design profession to enable successful completion of creative, sophisticated, and challenging developments.
Jerald E. Noran, A.I.A. Mr. Noran is a Vice President of Cardinal, Head of the Architecture Department, a Licensed Architect in the States of Kentucky and Ohio,
NCARB Registered, and a Certified Building Inspector in the State of Kentucky with over
30 years of experience. He has developed an extensive resume of successful projects in commercial, industrial, institutional, and residential categories.
David R. Whitacre, P.E., P.L.S.
Mr. Whitacre is a Vice President of Cardinal, Head of the Municipal Engineering Department, a Licensed Professional Engineer in the States of Ohio and Kentucky, a Licensed Professional Land Surveyor in the States of Indiana and Kentucky, and a Certified Building Inspector in the State of Kentucky with over
25 years of experience.
Joseph G. Kramer, P.E., P.L.S.
Mr. Kramer is the
Vice President of Engineering at Cardinal and has managed and
designed projects ranging from major residential and commercial
site developments to storm water management projects as well as
all levels of surveys. He is licensed professional engineer
and surveyor in the Commonwealth of Kentucky and States of Ohio
and Louisiana. He also is registered with the NCEES.
Mr. Kramer is a member the Kentucky and National Society of
Professional Engineers, Campbell County Economic and Progress
Authority Board, and Northern Kentucky Home Builders Association.
Kevin G. Hanson, P.E.
Mr. Hanson is a Vice President of
Cardinal and has managed and
designed projects in all levels of areas including civil design,
residential and commercial site development, infrastructure
system design, construction, planning and zoning administration,
and code enforcement. He is a licensed professional engineer
in the Commonwealth of Kentucky and State of Ohio and is
registered with the NCEES. Mr.
Hanson is a member of both the Kentucky and National Society of
Professional Engineers and is the currently the state director of
the Northern Kentucky Chapter. He also a member of the Holly Hill
Children's Services Board of Directors (Vice Chairman), the Alexandria Businessmen's
Association, Chi
Epsilon, Order of the Engineer, the Northern Kentucky Chamber of
Commerce, Asbury UMC Trustees (Vice Chairman), and has coached at Dale Carnegie.
Donald E. Stegman, P.E., P.L.S. Mr. Stegman is a Vice President of
Cardinal, a
Licensed Civil Engineer in the States of Ohio, Kentucky, and
Indiana, and a Licensed Professional Land Surveyor in the
Commonwealth of Kentucky.
He has over 15 years of experience in many aspects of commercial
and residential site development including zoning, layout, design,
estimating, construction management and approvals through regulatory agencies.
He is also a member of the Covington Catholic School Board
